Top Salesforce Implementation Partners: The Short Answer

The five Salesforce implementation partners worth shortlisting in 2026 are Accenture, Xylity Technologies, IBM Consulting, Slalom and Deloitte Digital. Behind them sit Capgemini, PwC, TCS and Cognizant — four of which, with IBM and Deloitte, were named Leaders in the IDC MarketScape for Worldwide Salesforce Implementation Services 2025–2026.

The more useful question is which credential now separates them, because it is not the partner tier. In April 2026 Salesforce launched a Forward Deployed Engineering Partner Network — a separate, invite-only network rather than a level of the partner programme. Salesforce states that selection prioritises “technical rigor and production outcomes over firm size or tenure,” and that member firms “have driven one-third of all successful Agentforce implementations.”

Set that against the 272,000 certified partners Salesforce counts in its own ecosystem, and the shape of the market becomes clear. A named subset of roughly eighty firms is producing a third of the outcomes. That is the list worth having, and it is not the list you will find ranked by tier badge.

The credential that replaced the shortlist

Two things changed in 2026, and most comparisons have absorbed neither.

The consulting tiers collapsed. In March 2026 Salesforce replaced four consulting tiers — Base, Ridge, Crest and Summit — with two: Select and Summit. At the same time, Navigator was retired in favour of Competencies: 28 of them, replacing roughly 170 Navigator distinctions, each measured on certifications, completed projects and customer satisfaction, and awarded at Accredited or Expert level. Cloud resellers kept the old tier names, which is why “Crest partner” claims are not automatically false — just no longer meaningful for consulting.

And a second credential appeared that is not a tier at all. The Forward Deployed Engineering Partner Network launched on 15 April 2026. It exists because Salesforce changed the unit of delivery. Rather than scoping a project and handing over a statement of work, an FDE embeds with the customer and ships to production alongside their team. Salesforce built the model on itself first — tripling its internal FDE headcount in six months, running a six-week onboarding programme from September 2025, and announcing at Dreamforce 2026 that it would double UK FDE capacity to around 95 engineers — before licensing the approach outward to a selected subset of partners.

Salesforce selects FDE partners on “technical rigor and production outcomes over firm size or tenure” — which is a polite way of saying that the criteria every vendor list ranks on do not predict delivery.

It is institutionalised rather than promotional. Salesforce's own buyer-facing page now lists FDE Partners as a distinct category alongside global strategic integrators, and the 2027 Partner of the Year Awards — announced 27 August 2026 across 43 partners and 14 categories — include a dedicated “Partner FDE Practice” category.

The detail that matters most to a buyer is that joining and delivering are different milestones. Accenture and Deloitte were both launch partners in April 2026. Deloitte became the first global systems integrator to actually staff and deliver an FDE engagement on 12 August 2026 — four months later, and announced as a first. As of this writing, GSI-delivered FDE engagements are roughly six weeks old across the entire ecosystem. Ask which your prospective partner has done.

The five partners

1. Accenture

Best when Salesforce is one workstream inside a programme nobody else can hold. Accenture publishes the largest verifiable bench in the ecosystem — more than 55,000 Salesforce-skilled people and over 78,000 certifications — and shares the 2027 Global Partner of the Year award for consulting with Deloitte. It was an FDE Network launch partner, and it bought its way deeper into agent delivery by acquiring NeuraFlash, closed 29 September 2025, adding around 510 people and strong AWS contact-centre capability.

The trade-off: cost, and the gap between the bench and your account. Note that the 2027 Agentforce consulting award did not go to Accenture — it went to IBM and Slalom. On a pure Agentforce build, the default choice is not the evidenced one.

2. Xylity Technologies

Best when the Salesforce work is already won and the constraint is certified people. Xylity is a consulting-led contingent talent partner rather than an implementation partner, and the distinction is the whole proposition. The firms around it sell programmes; Xylity supplies the Salesforce developer, architect or functional consultant that a delivery already under way is short. That model also serves Salesforce partners directly — one Salesforce partner added an entire adjacent capability across four projects in twelve months without hiring. The trade-off: Xylity is not in the FDE Partner Network, holds no Salesforce consulting tier, and will not own your implementation or carry fixed-scope delivery risk. For a transformation programme, engage one of the four firms around it. For a Salesforce implementation that is moving and short two people for a quarter, the economics are not close.

3. IBM Consulting

Best for Agentforce work that has to reach systems Salesforce does not own. IBM won the 2027 System of Agency award for consulting — the Agentforce category — and is an IDC MarketScape Leader, with roughly 7,100 certified practitioners across 80+ countries and more than 27,000 certifications from a partnership spanning 25 years. Its genuine differentiator is front-office-to-back-office alignment: most Agentforce programmes fail at the integration boundary, and IBM is unusually comfortable on the far side of it.

The trade-off: IBM sells an opinionated stack, and watsonx will appear in the architecture. If you have already standardised on a different model provider or orchestration layer, expect that conversation early rather than late.

4. Slalom

Best for Agentforce delivery without a global SI cost base. Slalom shares the 2027 System of Agency award with IBM, which is the single most interesting line in the awards list: a firm that is not a GSI took the Agentforce category alongside one that is. It publishes more than 14,000 certifications across 7,400+ projects and 1,000+ customers, states its participation in the FDE Partner Network on its own site, and has won Tableau Innovation Partner of the Year eight times.

The trade-off: the local-market model means the quality of your engagement tracks the strength of the specific office that staffs it, and Slalom cannot field a follow-the-sun programme across twenty countries the way Accenture or IBM can. Ask which market delivers before you sign.

5. Deloitte Digital

Best when you want the FDE model and evidence that the firm has actually run it. Deloitte shares the 2027 Global Partner of the Year award for consulting and is an IDC MarketScape Leader — but its distinguishing fact is narrower and more useful: on 12 August 2026 it became the first global systems integrator to staff and deliver a Salesforce FDE engagement. Every other GSI in the network had joined. Deloitte had shipped.

The trade-off: being first is not the same as being deep. One delivered engagement is a starting position, not a track record, and Deloitte carries the same assessment length and premium as its peers. Ask how many FDE engagements have been delivered since, and by whom.

Also in the running

Capgemini, PwC and TCS are all IDC MarketScape Leaders. TCS bought its way to mid-market reach, acquiring Coastal Cloud in December 2025 for $700 million and ListEngage two months earlier. Cognizant has taken 12 Partner Innovation Awards since 2015 and is an ISG Provider Lens Leader across three geographies. NTT DATA joined the FDE Network on 30 June 2026. OSF Digital was named a Major Player rather than a Leader in the IDC assessment, and is a named regional FDE expert.

How to choose the right one

1. Ask whether the firm has delivered an FDE engagement, not whether it joined

Deloitte's own announcement proves these are separate milestones four months apart. Ask for the named forward deployed engineer on your account and what they have shipped to production. A partner that cannot answer is selling you the old delivery model.

2. Read the competency, not the tier

There are only two consulting tiers now, so tier discriminates almost nothing. The 28 competencies are scored on certifications, completed projects and customer satisfaction, at Accredited or Expert level. Ask which competencies the firm holds for the specific clouds in your scope, and at which level.

3. Treat consumption as an architecture decision

Under the Flex Credits rate card effective 21 April 2026, an Agentforce voice action consumes 30 credits against 20 for a standard action, and Data 360 processing is tiered from 3 up to 75,000 credits per million rows. Routing and ingestion choices now set your monthly run-rate. No vendor list evaluates anyone on credit efficiency, and it appears on the invoice every month after go-live.

4. Check the data layer before the agent layer

Salesforce completed its $8 billion acquisition of Informatica on 18 November 2025 — a governance, catalogue and master-data acquisition rather than an integration one. Agent quality is downstream of data quality, so a partner with real Customer 360 and MuleSoft depth is worth more than one with a large Agentforce slide.

5. Separate the build from the run

Implementation and managed services are different disciplines with different economics, and firms strong at one are not automatically strong at the other. Decide which you are buying before the shortlist, or you will end up paying programme rates for maintenance.

6. Price the alternative to a programme

Before signing fixed scope, cost the same work as two or three certified contingent specialists inside your own team for the same period. For bounded work on a Salesforce estate you already run, the gap is frequently large enough to change the decision.

How a partner routes workflows and what it ingests directly sets your ongoing run-rate, which never happened under per-seat licensing alone.

Engage a partner when you need someone to own the programme, bring methodology and carry delivery risk on a defined scope — a multi-cloud rollout, a migration, a first Agentforce build. Use contingent specialists when the implementation is under way and the gap is capacity or one skill, such as an architect for a design review or a developer for a release window. The second route is also common among Salesforce partners themselves, where a won deal outruns available bench.
